Statement by Sonia L’Heureux, Parliamentary Librarian

I welcome the appointment of Jean-Denis Fréchette as Parliamentary Budget Officer. Mr. Fréchette brings a strong understanding of the work of parliamentarians and the support they expect in addressing economic and fiscal matters considered by Parliament. I look forward to working with Mr. Fréchette in ensuring that parliamentarians receive the support they expect, as per the legislative requirements of the Parliament of Canada Act.

Statement by Sonia L’Heureux, Parliamentary Budget Officer (interim)

In April 2013, I sought information necessary to undertake analysis into the 2012 federal budget. That analysis was requested by a parliamentarian pursuant to s. 79.2 of the Parliament of Canada Act. The information necessary for this purpose was requested from government departments and agencies. The first deadline for providing it came and went, and the majority of departments and agencies did not comply with the totality of my request. I informed the Speaker of the Senate and Speaker of the House of Commons. They asked me to write to the non-compliant departments and agencies again, requesting them to provide the information. That second deadline of July 19, 2013 came and went, and I have yet to be provided with all the information that I need to undertake the requested analysis. If and when I am provided with it, I look forward to performing the analysis and, thereby, discharging my legislative mandate.

The Integrated Monitoring Database (IMD) has been updated to include expenditure data for the last quarter of 2012-13

Expenditure data for the last quarter of 2012-13 has been uploaded to the Integrated Monitoring Database (IMD).

While this represents all expenditures between April 2012 and March 2013, users should note that the Government will make subsequent adjustments prior to the tabling of Public Accounts sometime in autumn 2013.  As such, any financial figures should be viewed as preliminary.

Data received re PBO Information Request IR0113 are Posted

The Parliamentary Budget Officer (PBO) (interim) has posted the data received from federal departments and agencies related to Information Request IR0113 on the website at  Fiscal Savings from Budget 2012 - Data.   

Key elements of the PBO information request remain unfulfilled.  The additional information will be posted if and when it is provided by the government.

Statement by Sonia L’Heureux, Interim PBO, Regarding Information Request IR0113

On May 20, 2013, the Member of Parliament for Outremont sought a progress report from the PBO on the analysis he requested regarding the impact of Budget 2012 savings initiatives.

Based on the current number and content of responses, at this time, the PBO is unable to complete the analysis.  We will continue to pursue the requested information from the government and will report back to the member in due course.

PBO Statement Regarding Federal Court of Canada Decision

Sonia L’Heureux, the Parliamentary Budget Officer on an interim basis, is pleased that the Federal Court of Canada has rendered a timely decision, regarding the questions raised by the PBO in responding to Mr. Mulcair’s request for analysis.

In its decision, the Federal Court has said that the statutory mandate of the Parliamentary Budget Officer (PBO) includes estimating the financial cost of any proposal that relates to a matter over which Parliament has jurisdiction when requested to do so by a member of the Senate or House of Commons.

In light of the Court’s decision, the PBO intends to request the information required in order to respond to the request from Mr. Thomas Mulcair, M.P. We expect that the requested information will be duly provided by the government departments and agencies. If a dispute arises, the Court has said it will be available to assist with its resolution.

At 9 am on Thursday, February 28, 2013,  the Parliamentary Budget Officer (PBO) will post a new report entitled "Feasibility of Budget for Acquisition of Two Joint Support Ships" on the Web site at www.pbo-dpb.gc.ca.

The PBO report analyzes the feasibility of the budget for replacing the Navy’s current Protecteur class ships.
