We develop the Strategic Personnel Generation Model in preparation for the financial costing of election campaign proposals. The model tracks the costs of military recruits from basic training until graduation as well as the steady state costs after graduation. These costs include operations and maintenance, base support and pay-related costs.
There are additional routines in the model that are activated if there is an explicit requirement in a party’s platform. These additional routines are for skilled recruits and surge costs if capacity is exceeded. The model also provides estimates for primary reserve recruits.
