Discussion Documents for Consultation on Renewed Mandate for the Parliamentary Budget Officer (PBO)

Following the commitment made by the Liberal Party of Canada during the 2015 election campaign, the government mandated the Leader of the government in the House of Commons to:

“Ensure that the Parliamentary Budget Officer is properly funded and truly independent of the government;” and that,

 “The Parliamentary Budget Officer’s mandate should focus on accuracy and transparency in costing and, in the future, also include the costing of party election platforms."

In early spring officials from the Prime Minister's Office (PMO) consulted the PBO on the necessary changes for achieving the above objectives, and at their behest, the PBO prepared two draft reference documents for discussion:

  1. An act to establish the position of Parliamentary Budget Officer; and,
  2. A business case for a new PBO structure and  mandate.

To ensure that all parliamentarians are aware of the advice that PBO provided to the PMO, the PBO is releasing the draft reference documents.
